Chun-Li is a character who is physically attractive, intelligent, strong, and independent. She's billed as the world's strongest woman and she's an agent of Interpol.
 Chun-Li's victory pose on the other hand is incredibly sexist.  Despite the fact that she's the world's strongest woman and a respected government agent her victory pose upon winning a street fight involves jumping up and down like a little girl. It has nothing to do with her as a character. She may be a strong independent character, but underneath it all, in the animator's eyes, she's still just a girl. The problem with this animation is that Chun-Li never acts like that at any other point in the series. But her victory pose is always that excited little girl animation.
